Instrument subject to annulment: The Committee will consider the Personal Injuries (NHS Charges) (Amounts) (Scotland) Amendment Regulations 2026 (SSI 2026/245). 4. Instrument not subject to parliamentary procedure: The Committee will consider the Act of Sederunt (Ordinary Cause Rules 1993 Amendment) (Judgments) 2026 (SSI 2026/246). 5. Commercial Payments Bill (UK Parliament legislation) – delegated powers: The Committee will consider the powers to make subordinate legislation within devolved competence in the Bill, with reference to LCM-S7-5 and LCM-S7-5a.
